Sometimes your system may generate an error code pointing to the source of the w3svc event ID 47. This issue can be caused by a number of reasons.

Event Information | According to Microsoft:
Cause: This event is logged if, after 1 manual contact attempt, no valid response is received from the configured peer. Resolution: Resolve Peer Discovery Issues The Windows Time service confused contact with its configured peer. Event ID 47 can cause temporary communication problems with the method. If the event is being logged continuously, make sure the local computer can communicate with the network source time specialist and that our own source time counterpart is online. Perform the following procedure on the computer you are setting up.The site where the event log is kept to assist in troubleshooting. To perform this procedure, someone must be a member of Administrators, or you must have the appropriate authority.
Make sure the firewall never blocks the 123 connector.A User Protocol (UDP) tag on the local time source peer machine, and that no firewalls are blocked between them – two systems. To ensure that the Windows Time service is in sync with the time source peer, check if Event ID 37 is displayed in Event Viewer. If a recovery occurs from a previous time source sync error, the public will also see Event ID 137. This also indicates that Windows Time Help is synchronized correctly. |
